Jack graduated from Louisiana State University in 1978 with a Bachelor of Science in Civil Engineering. He is a registered Professional Engineer in the state of Florida and has practiced since 1984. His major areas of expertise are preparing site development plans, calculations and specifications. He has served as Principal-in-Charge, Project Manager and Designer for many public and private projects. He has been responsible for engineering design and permitting for a variety of residential and commercial/industrial projects throughout Florida. He has provided all components of the design and permitting process including feasibility studies, rezoning, soil testing, stormwater management facilities, water and sanitary sewer systems, pavement structure, site geometry, and the preparation of bid documents and contract administration. He currently serves as the firm's president.
Mike is a graduate of the University of South Florida and a registered Professional Engineer in the state of Florida. He has 13 years of experience in civil engineering and has served as Project Manager and Design Engineer on several public facilities for the Florida Department of Juvenile Justice, City of Tampa, and Hillsborough County; and private facilities involving commercial office buildings, industrial facilities, and residential subdivisions. Project responsibilities have included rezoning and variances, total site design, permitting, construction administration, and as-built certifications. He joined Hamilton in 1997 and currently serves as the Chief Financial Officer.
Chief Executive Officer
Prior to joining Hamilton Engineering & Surveying, Mr. Ford worked for Hillsborough County for 26 years. Mr. Ford held several positions with the County, including: Building Official, Director of Building Services, and Director of Development Services. In addition to his strong organization and leadership skills, he brings expertise in project management, permitting, construction administration of both horizontal and vertical structures, and client relations.
Chief Financial Officer
Robert L. Dillion has more than 30 years of experience in the financial management of engineering and architectural firms. Bob serves as a Senior Vice President and Director of Accounting & Administration for the firm. He is a graduate of Ohio State University and has lived in the Tampa area since 1985.
Senior Vice President
Lucas graduated from the University of Central Florida, Orlando with a Masters in Civil Engineering in 1998. He joined Hamilton in 2000, is a licensed engineer in Florida and is experienced in civil/geotechnical engineering. Lucas has served as Project Manager and Design Engineer for multi-family developments, (including HUD and affordable housing); hotels and mixed-use, subdivisions, K-12 and higher education, commercial office and retail projects. Project responsibilities have included total site design, permitting, construction administration, and as-built certifications. Lucas serves as Sr. Vice President of the firm.
Senior Vice President
Heather is a graduate of the University of South Florida with a Masters of Business Administration and a Bachelor of Science in Civil Engineering. She is a licensed Civil Engineer in Florida and has 20 years of civil engineering experience related to land development and roadway projects. She is involved in all aspects of the engineering design process from design and permitting through construction. Her vast array of project experience includes hydrologic and hydraulic analysis, stormwater management system design and permitting, and drainage, paving, and grading design for large-scale residential, commercial, and industrial projects. Heather specializes in large scale drainage studies, master drainage, grading design, and permitting of stormwater management systems. Heather joined Hamilton in 2009 as Vice President.
Vice President and Director of Surveying
Aaron has over 10 years of experience in the land survey industry. As a graduate of the University of Florida and a Licensed Professional Surveyor he has extensive knowledge of new technology and techniques that provide timely accurate survey services. He has provided management and leadership for a wide variety of projects with particular emphasis on commercial projects. His expertise includes boundary, topographic, construction layout survey, design surveys, as-built/record survey, control survey, quantity survey, mean high water line survey, legal descriptions, and surveyors’ report.
Director of Construction Administration
Robert joined Hamilton Engineering & Surveying, Inc. as Director of Construction Administration in 2014. He has 16 years of project management and construction administration experience, most recently with WRSA, an international engineering firm. He joined Hamilton Engineering & Surveying, Inc. to direct our construction administration department.
Senior Project Manager
Joe Clark began his career working in the field as a rod person, instrument operator, party chief and project coordination on projects throughout the Tampa Bay region. Joe is a highly qualified Project Manager having 25 years of experience.
Joe has expertise in the following types of surveying projects: boundary surveys, topographic surveys, as-built surveys, control surveys, right of way surveys, wetland delineation and mapping, aerial photography, hydrographic survey, quantity survey, and layout services.
Director of Environmental and Gopher Tortoise Authorized Agent
Leigh Ann has a Bachelor of Arts in Biology from Maryville College in Maryville, Tennessee and is currently pursuing a Master of Science in Environmental Science and Policy at the University of South Florida in Tampa. She has extensive experience with wetland delineation; wildlife surveys; local, state, and federal environmental permitting; report writing; mitigation plans; wetland restoration; UMAM assessment; mitigation monitoring; impact minimization and justification assessments; habitat assessments; and wildlife surveys. Leigh Ann is an FWC Certified Gopher Tortoise Authorized Agent and an ISA Certified Arborist with expertise in tree health and assessment. She is knowledgeable in flora and fauna of the southeastern United States and has extensive field work experience in many different areas and climates. She has delineated projects in excess of 2,000 acres containing freshwater marshes, wet prairies, tidal marshes, palustrine forested wetlands, and alluvial wetlands.
Richard Boydack earned his B.S. in Civil Engineering from the University of Notre Dame and has 28 years of civil engineering experience. Richard specializes in land development projects and oversees drainage, grading, water, and sewer design. From conception to construction, Richard manages and coordinates client communication, conceptual layouts, bidding, design, permitting, cost estimating, and construction for multiple projects operating concurrently.
